Cleverley thinks there could be an outside chance that an additional central defender could also be signed at the end of the window.
He has previously said Argyle will not sign players purely for the sake of it, and says it is important that the club does not waste money.
“I think this club is built on doing things the right way, getting promoted the right way, putting the long-term future and success of the club as a priority, and nothing will get in the way of that,” he added.
“You see clubs happy to write off £5-£10 million with ultra-wealthy owners, but what if that owner wants to then take his money out and we’ve seen real bad cases of that.
“This club’s run a lot more strategically and with the long-term vision of the club at heart and unfortunately some transfer windows might suffer for that a little bit in the short term.”
